can I ask what setting you are using on thta STF? the default setting shows it being blue at that time

A nice TS3 short early in the day on the 5min NQ :)

In Tradestation, you right click on the chart,
Select "format analysis techniques"
Click on STF
Click the FORMAT button
Change the following parameters to 15, 63, and 102 (multiply by 3 to get the 15 minute version)
